Samuel T. Rayburn (D-TX) (1882-1961) served in Congress from 1913 to 1961, and was Speaker of the House of Representatives for 17 years between 1940 and 1961 (he was House Minority Leader 1947-49 and 1953-55). He was known as a strong parliamentarian, and had a reputation for integrity and fairness. In this note, he praised Fogarty for his fine work during the 78th Congress.
