Fogarty gave an overview of his international health initiatives, starting with the Health for Peace legislation (HJ Res 698) in 1958, and how its provisions were modified when it became the International Health Research Act of 1961 (PL 86-610); he also discussed international funding provided by PHS since then, and the problem of the President not delegating authority to DHEW. He finished by mentioning a new proposal for an international health research center in Bethesda, associated with NIH and NLM.
