- In this speech given at the Bulletin Civic Service Committee Workshop on Mental Health in Philadelphia, Gorman developed themes he would use in many subsequent addresses on community mental health resources: the need to involve primary care physicians as the first line of defense against mental health problems; the need to include psychiatric units in general hospitals; the need to establish treatment facilities for emotionally disturbed children; the need for more flexible facilities for psychiatric treatment; and the need for follow-up care for patients discharged from mental hospitals.
