In 1964, 22 cases of St. Louis encephalitis were diagnosed in a rural area of southern Illinois. That same year, there was an outbreak among patients in a teaching hospital in Houston. This film opens with footage of swampy, watery areas, perhaps around Houston, and a man walking into the brush. Researchers sit at a portable table in the woods preparing containers for catching insects. A plane flies over populated and agricultural areas. Aerial footage focuses on bodies of water; streets and houses are also shown. A man sprays a chemical on foliage in his backyard next to a swimming pool where several children are sitting on the side. The man turns the spray on the children, who fall or jump into the pool as the spray hits them. The man continues spraying the chemical into the pool. A woman in a gingham dress comes outside, takes the sprayer, and turns it on the man.
