An order respecting trade regulations with insurrectionary states, it says that the Army may not interfere with shipments unless it would interfere with military plans, and it may not seize cotton unless it was exposed to destruction by the enemy, needed for military purposes, or confiscated under the act of Congress, all of which need to be reported to the Department.
