Dr. Rucker, Medical Officer in Charge of the U. S. Marine Hospital in New Orleans, replied to Kolb's inquiry about marijuana use and addiction. He also offered to send Kolb a sample for analysis, noting that marijuana grew freely behind the 7th Precinct police station, where seized drugs were dumped.
