A summary of major provisions was included. This was the first attempt to pass the Older Americans Act. There was lots of public support, but also some protests when the reorganization of HEW took the Special Staff on Aging from the office of the HEW secretary and put it under the Commissioner of Welfare as the Office on Aging (seniors were offended by this, as it suggested they were all public assistance cases.)
