Jones, Vice President for Medical Affairs at Emory University, had chaired a committee of consultants that tried to determine (at the request of the Senate Appropriations Committee) whether federal research funds were adequate and efficiently used. The committee report, submitted in May 1960, concluded that the funds were well used, but researchers could use even more. In this letter, Jones discussed a letter from Robert P. Clark raising questions regarding federal support of medical research. Jones included a copy of his own response to Clark, and those of DeBakey, Blalock, and others.. Note: No copy of Clark's letter is in the file, but it seems to have been provoked by John Russell's October 1960 Harper's essay, which suggested that NIH researchers were being handed much more money than they needed, and that there was some conflict of interest in having scientists sit on the grant review committees, etc.
