Leonard M. Elstad (1899-1990) was president of Gallaudet College from 1945 to 1969, and oversaw an important era of expansion at the college. He was Fogarty's primary source of information and advice regarding Deaf education. In early 1959 he and Fogarty corresponded about H.J. Res. 316 [earlier H.J. Res 488] which would authorize federal funds for training of educators for the deaf.
