In this address to the American Psychiatric Association's Annual Meeting in Boston, Massachusetts, Gorman reported on the findings of the U.S. Mental Health Mission to the U.S.S.R. (13 September - 12 October 1967.) He found much to praise in the Soviet system: All citizens had access to mental health services; the Soviet system was focused on the patient's individual needs; and that system also emphasized training of adequate numbers of mental health professionals.
