In this testimony before the House Appropriations Subcommittee on Labor, Gorman proposed (on behalf of the National Mental Health Committee) that Congress allocate $1,300,000 in the 1958 budget to the National Institute of Mental Health for the training of primary care physicians in psychiatric skills, via formal residencies in psychiatry and mental health fellowships.
