After spending two years educating the American public about the nature and transmission of AIDS, Koop became increasingly concerned about the toll the disease was taking both on its carriers and on society in terms of loss of employment, income, and health insurance. These economic and civil rights issues, Koop correctly perceived, would become more pressing as AIDS spread and patients learned to live longer with the help of anti-retroviral therapies and better health care.
