One of the responsibilities of the U.S. Surgeon General is to represent the Secretary of Health and Human Services and the Assistant Secretary for Health at international health conferences. During his first European trip, Koop discussed maternal and child welfare, drug addiction, and mental health problems with public health officials in Paris, Marseille, and at the First Conference of Ministers of Health and Social Welfare of the American Countries and Spain in Madrid.
