In this talk, given at the Jackson Lab Symposium "The Genetics Revolution in the New Millennium: Science, Practice, and Policy," Varmus talked about the growing trend of institute and center proliferation at NIH, and the ways in which such a "confederacy" of smaller and smaller parts might hamper the abilities of the whole.
