In this letter to the editor, Luria questioned the wisdom of pending legislation that would move the regulation of illicit drugs to the Justice Department in light of recent comments made by Attorney General John Mitchell. The following year, on 17 June 1971, President Nixon named drug abuse as "public enemy number one in the United States," and announced the creation of the Special Action Office for Drug Abuse Prevention. This marked the beginning of the U.S. government's "war on drugs." A version of this letter was printed in the newspaper on 26 September 1970.
