Hugh S. Cumming was surgeon general from 1920-1936. Seated from left to right are Arthur M. Stimson, Hugh Smith Cumming, Claude Connor Pierce, and Fredrick C. Smith. Standing behind them are Warren Fales Draper, Ralph Chester Williams, Thomas Parran and an eighth member of the Surgeon General's staff. They are in front of what appears to be a fireplace. A large mirror is above this fireplace's mantel. The mirror reflects a bay window with shades drawn and a ceiling light. Pictures are on the wall behind Drs. Williams and Parran, on the mantel, and over the doorway. There is a Harriman & Co. directory and a closed book with papers inside on the table to Dr. Stimson's right.
