- Gorman assessed the recent progress and future directions in mental health care in this speech. He attributed much of the progress to the advent of tranquilizing drugs, and criticized the National Institute of Mental Health for failing to carry out the nationwide evaluation of those drugs for which funding had been provided the previous year. This speech was given at the Annual Legislative Dinner of the Association of Chosen Freeholders in Trenton, New Jersey.
