Staff from the PPA evaluation team collaborated with Abt Associates to collect data in New Jersey and North Carolina. Evaluation staff observed classroom sessions and outreach workshops, and conducted in-person and telephone interviews with CSS and HiTOPS staff as well as school teachers, administrators, and partner agency staff in New Jersey and North Carolina. The team analyzed program monitoring and feedback documents, and examined post-program surveys completed by participants. The team assessed adherence to the implementation plan based on the program's design, theory of change, Teen PEP curriculum, data collected during the site visit, program observations, and attendance data. There were some logistical challenges but lessons from CSS and HiTOPS' implementation of the Teen PEP program could support stronger implementation of Teen PEP in the future.
