- Establishes the Department of the Cumberland from the states of Kentucky and Tennessee under the command of Brigadier General Robert Anderson, states that general officers of Volunteers cannot select their aides-de-camp from the Regular Army, officers who came into the services as three month Volunteers are to be mustered out, and officers of Volunteers who resign their commissions will not be received as officers of other volunteer organizations.
