These hearings were held soon after the news (February 1997) that British researchers had cloned a sheep. Varmus provided some of the scientific background to cloning and other genetic manipulation, and talked about possible therapeutic applications, but supported the ban on federal funding for human cloning, and a voluntary moratorium on such research in the private sector, at least until the National Bioethics Advisory Commission had time to consider the issue.
