Working with Billings, German-born architect Adolf Cluss included his signature use of red brick in the design of the new building. In August 1887, the library began to move the collection into its newly-constructed building located on the National Mall, between the US Capitol and the Washington Monument. The left wing of the building was designated Library Hall."
