- Charles Miller, Public Health Service's deputy assistant secretary for health operations, Robert A. Coyer, assistant commissioner of the Office of Policy and Planning at the General Services Administration's Automated Data and Telecommunications Service, and Donald S. Fredrickson, director of the National Institutes of Health, are sitting at a table in front of a brick wall. Each man has a folder with what may be the Federal Data Processing Center agreement. This agreement designates the Division Of Computer Research And Technology (DCRT) as a federal data processing center. On the table there are pen holders in front of each of the signers.
