Health first - Suleiman the Magnificent, the famous Turkish sultan the 16th century, is one of this poems compared health with sovereignty and said that there is nothing superior to a breath of health. It is indeed true: health is the most precious treasure of a man, Therefore the funds which are allocated for building up new industries, improving agriculture, giving better education and health services to the public must be balanced carefully. The need of industry and agriculture for manpower also makes it necessary to improve education and health services. Statement by Dr. Nusret H. Fisek, School of Public Health Ankara.
